Critical minerals
Resource development, mineral recovery from industrial waste, processing opportunities and regional value chains.
A connected strategy for Central Asia and Azerbaijan.
We help public institutions, investors and industry assess opportunities, compare policy and project options, and identify pathways for technology transfer and local capability development.
Minerals supply the materials. Energy powers industry and computing. Technology changes what economies can produce—and the capabilities they need.
nElement.ai examines these connections across Central Asia and Azerbaijan, helping organizations understand where opportunities exist, what evidence is needed and which next steps are justified.

AI, technology transfer and the development of local engineering and industrial capabilities.
Understand regional opportunities and the conditions that shape them. We bring together policy analysis, economic evidence and regional context to help organizations assess their options.
Typical deliverables: A sourced decision brief, stakeholder map or practical roadmap.
Discuss an advisory engagement ↗Compare proposed projects and policies against a clear baseline. Examine economic and social benefits, costs, distributional effects and uncertainty before committing resources.

Typical deliverables: A lecture, executive briefing or interactive workshop with agreed learning objectives and practical examples.
Discuss a session ↗Scope, specialist involvement and deliverables are agreed for each engagement. Resource certification, engineering design and technical feasibility require qualified specialists.

A strategy for critical mineral recovery from tailings in Uzbekistan.
Can selected industrial waste streams become a source of valuable minerals—and under what conditions would recovery create public value?
This policy paper sets out an evidence-led approach: establish reliable facility information, assess processing and economic feasibility, and make further investment conditional on results.
Environmental safety and rehabilitation remain priorities regardless of mineral-recovery potential.
Assessing policy options, development priorities and the use of public resources.
Examining regional opportunities, infrastructure conditions and project assumptions.
Understanding where their capabilities may address regional needs and what local partnerships could require.
Developing research questions and building analytical capability through briefings and workshops.
Agree on the question, audience, alternatives and scope of work.
Compare sources, test assumptions and identify uncertainty and information gaps.
Deliver analysis and recommendations that explain what the evidence supports—and what requires further investigation.
Founder & Executive Director
Nodir Ruzmatov founded nElement.ai to examine how Central Asia and Azerbaijan can turn mineral resources, energy infrastructure and technological change into lasting economic value.
Born in Uzbekistan, he brings a regional perspective and entrepreneurial experience to questions of industrial development, technology adoption and local capability building.
He holds a Master of Public Affairs from the Goldman School of Public Policy at the University of California, Berkeley.
“I founded nElement.ai because I believe Central Asia and Azerbaijan can play a greater role in the industries shaping our future.
That requires connecting resources with technology, investment with local expertise, and ambition with evidence. Our work explores how those connections can create stronger industries, better opportunities for engineers and entrepreneurs, and lasting value for communities.”
